But instead of taking measures to fight crime and stay on top of their duty to protect the citizens, the State Police of Met Rrumbullaku seem to have their minds on questionable tenders.
Such is the case that we will present to you below. It is about a tender that has the reference number REF-44050-09-30-2022 and has as object "Maintenance of the State Police DataCenter". Its limit fund is calculated at 45,258,333 new ALL without VAT or about 540 million old ALL with VAT.
But let's look at the documentation of this procedure. This is where doubts start to arise as it is seen that only one company participated in the tender. It is understood that we are dealing with a lack of competition since the only participant has also been declared the winner.
It is about the company Advanced Business Solutions – ABS owned by Gerond Meçe. It is said in the media that this person is a close friend of Armand Frangu, Prime Minister Rama's brother in law. This company has offered a value of 39,825,000 newALL without VAT or about 500 million old ALL including VAT.
The figure offered by that company and simultaneously announced as the winner, turns out to be 88% of the limit fund. This fact, together with the fact that we are dealing with a lack of competition, give rise to suspicions that the winner may be predetermined from the beginning.
