The Albanian Road Authority is "lucky" to have at its head a person named Evis Berberi. Because otherwise it wouldn't make any sense for someone else to "cut with scissors" millions of euros in tenders and not have the "right" last name. It seems that Evis is a real "barber" to "shave" the tax money of Albanians.

We say this because recently this gentleman, through the institution he leads, gave a full 12 million euros with VAT in a tender where others offered 600 million lek less than the winner, and yet they were not taken into consideration.

It is about the tender with reference number REF-42844-09-21-2022 and with the object "Systematization and revitalization of the escarpments in Plani Bardhë". By consulting the tender documentation, it is learned that the revitalization and systematization of the escarpments includes the road axis Ura e Vashë – Qafë Buall, which lies in the Central Mountainous Region of Albania.

This road segment runs along and on the northern slope of the Mat river valley. The village of Plan i Bardhë is also located in the Mat river valley, from which the road segment got its name. The limit fund of this procedure is 1,170,234,457 new ALL without VAT or about 12 million euros with VAT.

It is seen that 6 operators or combinations of operators have been submitted to the competition. Among these winners, the merger of the operators SELAMI LLC + COMPANY RIVIERA 2008 + GARDEN LINE was announced for the offer of 1,146,500,000 new leks without VAT or about 12 million euros including VAT.

But comparing the offers of all participants, it turns out that someone else gave a cheaper offer, even with a scary difference of over 600 million old leks with VAT less than the winner.

Surprisingly, this low offer was not taken into consideration by Berberi, who apparently continued calmly to "cut with scissors" the money of the Albanians. On the other hand, the winning value is almost 98% of the limit fund, raising strong doubts that we are dealing with a predetermined winner from the beginning.
