Just a few days ago we told you about a scandalous event that happened in Durrës. The promenade "Taulantia" was flooded by water whose source is unknown and how it ended up there.
We remind you that 2.8 million euros were spent for its reconstruction only 3 years ago. But surprisingly, it is not known where these millions have actually ended up, since the works really seem to be of poor quality.
The video we showed you a few days ago clearly shows this. But instead of the Durrës Municipality and the water supply of this city taking measures and fixing the problems, they spend over 80 million old lek on computer programs. Absurd or not?
It is about the tender with reference number REF-45190-10-11-2022 and with the object "Software improvement and maintenance services". The limit fund of this tender organized by SH.A Ujesjellës Kanalizime Durrës is 7,000,000 new lek without VAT or about 84 million old lek with VAT.
Browsing the documentation of this tender, it is seen that from the beginning there are some suspicious elements. First, we are dealing with a lack of competition, since only two contestants participated in the tender, where the one who won the highest value was declared the winner.
It is about the company A-T-D – ALBANIAN TECHNOLOGY DISTRIBUTION owned by Nursen Metuli. This company won for the offer 6,900,000 new lek without VAT or about 82 million old lek with VAT. By comparing the figures with the limit fund, it turns out that the winner has offered a value almost 100% equal to the limit fund, increasing the suspicion that we are dealing with a predetermined winner.
