All Albanians expect that a day will come when the state institutions, especially those of justice, will finally be able to work as they should only at the service of the people and not at the service of the money. But at the moment this seems very difficult because the justice institutions themselves were caught "by surprise" misusing the Albanians' money.
It is about the Supreme Judicial Council itself headed by Naureda Llagami. This high institution of justice has organized a very suspicious tender. It is about the procurement procedure with reference number REF-45369-10-11-2022. The object is: "Services, re-integration IT systems of the judiciary, architecture, migration and unification of the database of the management system of judicial cases".
The limit fund of the tender is calculated at the value of 42,932,667 new ALL without VAT or about 500 million old ALL including VAT. Let's see the documentation of this procedure. It is noted that only 3 companies participated in the competition, which surprisingly offered similar values to each other. Such a fact is considered by world practices as suspicious since it is possible that the participants may have agreed with each other in advance on who will be declared the winner.
Beyond that, it is seen that the winner has offered almost the same value as the limit fund of the tender, more specifically 98% of it. This fact adds even more to the suspicion that we are dealing with a predetermined winner due to the very small difference between the winning value and the limit fund. But which is the winning company? It is the KREATX company owned by Enor Nakuçi and Lejdi Koçi. Meanwhile, the procedure of this tender turns out to have been organized by negotiation, without notification.
