Evis Kushi is the current Minister of Education. Although her institution does not make bulk tenders like its colleagues, sometimes she is better than them. We say this because it turns out that the institution she leads has carried out a very suspicious tender regarding the purchase of didactic equipment.
It is not a question of small numbers, but of almost 900 million old lek given to Llambro Suloti of the ALMedical company. The procurement procedure in question has reference number REF-24946-04-13-2022 and as object "Purchase of didactic equipment for physics, basic education".

The limit fund is set at 91,081,315 new ALL without VAT or about 1.1 billion old ALL including VAT. Browsing the tender documentation, it is noted that 6 economic operators participated in the competition. This is where the first doubts begin to appear.
Out of the 6 participants, surprisingly 2 operators offered zero ALL. Nowhere in the world does it make sense to participate in a competition and not submit your bid. This is actually a typical scheme that is implemented in Albania to give the impression that many contestants have participated in the procedure and their presence serves as a number.

Meanwhile, of the 4 companies that offered value, ALMedical of Llambro Suloti was declared the winner with an offer of 72,865,065 new lek without VAT or about 900 million old lek with VAT. But looking at the offers, it is noticed that another participating company offered almost 95 million old lek less than the winning company, but this fact was not taken into consideration.
Also it turns out that the winning value is as much as 80% of the limit fund. All of the above gives rise to strong doubts that we are dealing with a predetermined winner and that it is no wonder that the minister's pockets are also full.
