Just a few days ago we informed you that a historic event had taken place in Tropoja. It was about the installation of the first traffic light in this city. The event may seem unbelievable at first glance, but unfortunately it is true.
But the problem does not end there. Do you know how much Albanian taxpayers' money cost the first traffic light in Tropoja? Fully 37 million old ALL. A tender has even been made for this, which turns out to be highly questionable.
It is about the procurement procedure with reference number REF-26457-04-26-2022 and with the object "Installation of the Traffic Light System at the Crossing of Dragobia". The limit fund of the tender was 3,095,436 new ALL without VAT or about 37 million old ALL with VAT.
But if we open and study the "papers" of the tender, the suspicions emerge that we are dealing with a predetermined winner. We say this because we are dealing with a total lack of competition, since only one company participated in the tender. Of course, being the only one, the company was declared the winner without any problems.
It is about the company I.D.K – CONSTRUCTION owned by Barjam Dalipaj and under the administration of the citizen Gramos Dalipi. This company has offered the value of 3,075,168 new ALL or almost 37 million old ALL including VAT. It is clearly seen that the winning value is almost the same as the value of the limit fund, more specifically as 99.34% of it. This is a classic percentage of suspicious tenders, in the case where the winner was known before the tender was made.
