Ilir Beqaj seems to have pulled his head out again from the place where he was hiding after being called a while ago by SPAK. It seems that this call was just a prank and now the former health minister has entered the game of multi-billion tenders again.
Although Beqaj does not appear to be the owner of FASTECH on paper, it has been widely mentioned in the media that he is actually behind this company. And of course, to distribute the people's money in the hands of the party's friends, Mirlinda of AKSHI, who through her institution has distributed endless billions in dubious tenders, appears on the scene.

It is enough to mention the frightening figures spent on maintenance or cyber security, which were thrown into the trash by some Iranian hackers. However, Mirlinda seems to be doing her real job quite well: supplying Beqaj and friends with money.
The most recent case is the one related to a tender bearing the reference number REF-38290-08-10-2022 and whose object is "Digital mapping system for public spaces covered with security cameras at the country level – for the General Directorate of the State Police".

The limit fund is 99,965,600 new ALL without VAT or about 1.2 billion old ALL with VAT. It is noted that we are dealing with a lack of competition since only two contestants participated in the tender. From these winners, the company FASTECH was announced with an offer of 91,968,343 new ALL without VAT or about 1.1 billion old ALL with VAT.
If we make a comparison between this offer and the tender limit fund, we see that they are almost the same. More specifically, the winning offer turns out to be as much as 92% of the limit fund, raising doubts that we are dealing with a predetermined winner.
