Skender Brataj seems to have re-entered the "sport" of tenders. After a short break from public denunciations of previous tenders, it seems that life has become difficult due to the increase in prices and has decided to collect a few million for himself. For this, of course, tenders should be used.
Thus it turns out that the National Medical Emergency Center headed by Skënder Brataj has organized a tender with reference number REF-40382-08-31-2022 and has as its object "Purchase of emergency sets". The limit fund of this procedure is 13,120,500 new lek without VAT or about 157 million old lek with VAT.
Browsing the documents of this procurement procedure, at least two episodes that raise suspicions of irregularities are noted. First, no other company participated in the tender except the one that was declared the winner. It is about the company GEN – ALB FARMA owned by Albano Bego and Marenglen Koçia.
The latter, being the only participant, found it quite easy to win. It has offered the figure of 12,990,000 new lek without VAT or about 155 million old lek with VAT. If we compare this figure with the limit fund of the tender, a "miracle" happens.
It turns out that the winning value is 99% of it. In short, the winning firm not only took part without competition, but offered almost the same figure as the limit fund. Both of these episodes raise suspicions that we are dealing with a predetermined winner. What do you think, Mr. Brataj?
