Niko Peleshi does not stop the dubious tenders, 1 billion ALL for warehouse construction

Niko Peleshi, the current minister of defense, seems to have started "seriously" recently to deal with tenders. It is not about ordinary tenders, but about tenders that are obviously suspicious. Not simply because of the high value in billions but also because at least 3 firms have given lower offers than the winning company.

It is about the procurement procedure that has the reference number REF-35039-06-30-2022 and has as object "Construction group-storage for Search-Rescue equipment, in the Military Department no. 4030, Ferraj, Tirana".

It can be seen that the lmit fund of the procedure is 92,574,706 new lek without VAT or about 1.1 billion old lek with VAT. From the relevant documentation of the tender, it is revealed that 5 firms participated in it, of which 3 offered lower values ​​than the winner. Peleshi awarded the tender to the firm ED KONSTRUKSION owned by Alfred, Eduart, Ramadan and Jorgjie Ibrahimi.

The offer given by them is 89,000,000 new lek without VAT or about 1 billion old lek including VAT. But in the meantime, 3 other companies have offered less, where the difference between the lowest offer compared to the winner is a full 240 million old ALL with VAT. It is understood that this difference is not inconsiderable and in the best case it would be classified as a pure loss for the state.

However, it seems that Niko and his ministry did not think so at all and announced as winner the firm ED KONSTRUKSION. The value offered by them is also almost the same as the value of the limit fund, namely 96.13%. All of the above raise suspicions that we are dealing with a predetermined winner.
